As urbanization continues to accelerate in Xinjiang, the shortage of parking spaces has become an increasingly pressing challenge. Rapid growth in vehicle ownership, combined with limited traditional parking capacity, has made parking particularly difficult in commercial centers, older residential communities, and office districts.
The development of new infrastructure and smart city initiatives provides a new approach to addressing this challenge: making better use of vertical space and enhancing the parking experience through smart technology.
With extensive experience in smart mechanical parking systems, COWAIN leveraged its proprietary PCSL vertical lifting parking technology to complete the project in just five months. Located on Xihou Street in Tianshan District, Urumqi, the project features an 8-level smart parking system with 420 parking spaces, providing a landmark solution for smart transportation infrastructure in the area.
The PCSL 8-Level Smart Parking Project on Xihou Street, Xinjiang adopts a “6 above ground + 2 underground” through-type configuration and is equipped with 14 smart vehicle access points. During the trial operation period, the system achieved efficient operation with more than 200 vehicle access cycles per day.

Dual-Direction Through-Type Access: With 14 distributed vehicle access points, multiple vehicles can be stored or retrieved simultaneously, reducing peak-hour waiting time by 48%.
Maximizing Underground Space: The two underground levels make efficient use of available underground space, overcoming site height limitations and maximizing parking capacity.
Dual-Layer Safety Protection: Independent anti-entry and vehicle-blocking mechanisms, combined with precise transfer-unit alignment, provide enhanced protection for both vehicles and users.
For Office Workers: Retrieve your vehicle remotely with one tap after work, so your vehicle is ready and waiting at the exit when you arrive.
For Operators: Monitor equipment status in real time through the cloud platform, improving maintenance and operational efficiency.
